Assignment First

The difference in the decision making structures of England and China

Spatial planning in England is conducted at various levels such as national level with the help of National Planning Policy Framework. It is only in London that it has statutory London Plan. The majority of the planning functions are performed by local authorities and sometimes neighbourhood planning is also undertaken (Moseley, 2013). The all- party Commons Communities and Local Government Committee states that at the heart of English planning system a vacuum is created due to abolition on the regional spatial planning strategies. These spatial planning strategies might have various consequences related to social, economic and environmental aspects till many years.

The economy of China is liberating and is opening its economy at an exceptional pace. This can be best recognized through remarkable progress in urban area’s market economy. In China the site selection for the waste management project is done after considering various factors such as economic and social factors. The analytical hierarchy process (AHP) was used for calculating criteria weights (Allmendinger, and Haughton, 2012, p. 97) . For example in Beijing, China a hierarchy model was used for solving problems of solid waste landfill site-selection. The spatial data was presented and manipulated through a geographical information system (GIS). The various sites were divided as best, good and unsuitable landfill areas. The optimal sites represent the best landfill areas, the candidate sites are well back-up by the good landfill areas. This provided crucial information necessary in the decision making process of effectively dealing with waste management problems in Beijing and other similar developing cities in various developing countries.
