For government it was quite difficult to simply change or reverse all the existing welfare provision related to welfare services based on social rights. Offe (1984) stated in his work that state institutions that assign legal entitlements to citizens have become relatively rigid or even irreversible. New labour force has on the other hand opposed to reverse these rights in any manner, but they have further redefined them by arguing that it must be attached with obligations or responsibilities. And it was considered as the key component of new labour’ ideology. Communitarian argument has been the basis for this ideology.
Etzioni (1995) has exemplified an argument favoring the essentiality of attachment of responsibilities to rights. He presented this argument in order to track and catch the perceived social malaise that was affecting several advanced countries. He further explained that certain rights must be amended in order to control crime or agreements with public health and safety issues.
In order to strengthen attachment of obligation to work with respect to unemployment benefits, communitarian argument has been introduced as an ideological means. It completely resulted as the best fit with new labour’s concept of ‘social exclusion’ that has provided significant guiding principle in its social policies. The concept of social exclusion has offered a wider concept than just addressing the needs of the poor or marginalized. It deals with the need for inclusion and participation rather than simply increased income. Different social problems were encountered from poverty to youth crime and paid employment was seen as the best solution for range of problems. Moral and social benefits of such participation in work were emphasized by new labour that resulted to gain in more income.
Various divisions and inequalities were obscured in the definition of social exclusion (Levitas, 1996). In addition, when it was allied with the attachment of obligations or responsibilities to rights, it provided the essential political and social justification for social policies those were made with an economic goal to gain globalized competitiveness.
