Foreign Immigrant Workers
In the manufacturing industry the shortage of labor became an apparent issue for the society of Japan In the late 1980s. In 1990 an amendment to immigration law of Japan permitted Japanese immigrant workers descent from South America to work in Japan. For foreign workers a new on-the-job training scheme was established and several workers from Asia initiated to work in Japan in 1990s. The foreign immigrant workers introduction has been debated by several Japanese people. Different interest groups, such as trade unions and enterprises manage varied opinions, and, since the war, the government of Japan had rather prohibited regulations based on foreign immigrant workers. Nowadays the debate on foreign immigrant workers continues to be vigorously discussed. On the exclusion of low skilled labor there is a national consensus. In the long term care field the government has been promoting certified skilled workers. Care workers are not assumed to be unskilled. It may be too fast to discuss the availability of introducing foreign workers into the field of welfare due to the fact that the Japanese communication training and ability are important.
