The government should invest in providing especial funds to individuals who have low literacy rate in Peterborough. This will ensure that the literacy rate goes up as individuals will be able to afford an education or continue completing their studies. In the long run, this will allow the city to have a high literacy rate, and in return build a resource of highly skilled and educated group.
