It was aimed to strengthen the structural competitiveness of the economies by intervening the supply side. In addition SWS aimed to subordinate social policies with respect to fulfill the needs of labour market flexibility and global competition constraints (Jessop, 1994).
Innovation and flexibility were the key elements that were emphasized. Within the emerging economies, the competitive strength of the national economies was depended on supply side developments instead of trying to manage the demand side (Jessop, 1993). Training and labour market has always been considered as features of state intervention. Flexibility in both the fields of has been accorded with higher weight and acquired new connotations. According to Jessop (1993), changes in social policy have direct relation with mere retrenchment of social welfare and market forces in order to restructure and subordinate respectively.
