It is not from the benevolence of the butcher, the brewer, or the baker, that we expect our dinner, but from their regard to their own interest. We address ourselves, not to their humanity but to their self-love, and never talk to them of our necessities but of their advantages.”(Adam Smith, The Wealth Of Nations, Book I, Chapter II, pp. 26-7, para 12.). This formed the basis of Locke’s Second Treatise of Government in 1969.
To accurately appreciate political power and track the genesis of it, the state in which all people are, must be considered in its natural condition (Locke, p 4). In other words, to define political power, Locke addressed the natural instinct of people that it is that state of equality where no individual has power over another and all are free to do as they want. This is the concept of freedom as defined by Locke in the Second Treatise of Government (1969). It puts the dominion in people’s hands where people live ‘free from outside rule’.
